Ryan Allard
My name is Ryan Allard. I am an Air Force veteran; I moved to Clear Water Farms in 2023 with my wife and 3 children. I am originally from VT and have lived in AZ for the past 25 years since joining the military.
I am employed as a plumbing supervisor and maintain my homestead where I have cows, goats, ducks and some chickens. In my free time I enjoy attending to my farm animals, playing golf, and enjoying the great outdoors with my family.
I believe that my life experiences from my time in the Air Force and as a supervisor in the trades would be a benefit as a board member because I believe in service to my community and country. I would appreciate your consideration as a board member. Thank you.

I’m a mom of 6, local business owner, real estate broker, and an active member of our community. I serve on my son’s Boy Scout committee and coach youth sports at CCV.
I’m running for the POA Board because I genuinely love our community and want to see it remain the small farm community we’ve known for decades. I believe in theMidwest values I was raised with—honesty, integrity, hard work, and neighbors looking out for neighbors. I want to bring those values to the board, with a focus on getting back to the basics—especially the irrigation issues our POA was created to address—while making positive changes that benefit all of us. I’m not looking to change what makes our community special.I want to help protect it.
Jessica Drunasky-Ouellette
My name is Jessica Drunasky-Ouellette and I have lived in CWF Unit 1 since 2011. I have two daughters who are 7 and 5 years old, my husband’s name is Josh.
We have loved this neighborhood since moving here because of the country vibe and irrigation pastures for animals. I am a high school science teacher, and my hobby is all things horses. I train my own and compete in barrel racing. All these years I have enjoyed living here because of the simplicity and joy to just pay your dues, manage your water, and ride a horse down the street.
I would like to serve a 3rd year on the board because there is a huge need for decision making and efforts to preserve this community as the diamond that it is. Wow, I have learned so much and it has not always been easy. I would like to continue to serve to help. I have been a voice for honest-fiscal spending, I ask the hard questions, and I want to continue to make sure our Association’s money is spent only on majority, vote approved items.
A vote for me would be a vote for a voice to protect the country-agricultural-farming living gem of space that it is and a hand in irrigation privilege management. This duty is for the people by the people. Thank you and I hope you decide to vote for me.
Lindsey Lindley
My name is Lindsey Lindley, and my family and I moved to the neighborhood in March. Even though we are fairly new, we quickly came to appreciate what makes this community such a great place to call home. We love seeing neighbors out walking, jogging, riding bikes, and simply enjoying the neighborhood. We love the mature trees and greenery, but more than anything, we have appreciated how friendly everyone is. There is something special about living in a neighborhood where people still smile, wave, and say hello.
That sense of community is a big part of why I am running for the POA Board. My family chose to make our home here, and I want to do my part to preserve the things that make this neighborhood special while also being a voice for my neighbors.
Professionally, I work as a Solutions Architect at APS. Much of what I do involves understanding complex problems, gathering the right information, working with subject-matter experts, considering different perspectives, and finding practical solutions. I believe those skills would serve our community well, particularly when it comes to one of the POA’s primary responsibilities—managing and maintaining our neighborhood irrigation system.
I also believe good decisions aren’t always the easiest decisions. If elected, I won’t be afraid to ask difficult questions, listen to different viewpoints, and dig into the details before reaching a conclusion. My approach is to understand the facts, seek knowledgeable input when needed, and make reasonable decisions based on what is best for the community as a whole. I may not always have the answer immediately, but I will do the work necessary to find it.
While this would be my first time serving on a board, giving back has always been important to me. Over the years, I have volunteered with Habitat for Humanity, the Salvation Army, Special Olympics, and at CCV. I believe a strong community depends on people being willing to contribute their time and talents when they can.
I’ve been happily married for 16 years, and my husband and I have two children, a son who is 11 and a daughter who is 9. I work from home, so I’m around the neighborhood quite a bit. As a family, we enjoy camping, boating during the summer, and off-roading in Glamis. I’m grateful that our family found this neighborhood and already feel fortunate to call it home. I would appreciate the opportunity to give back by serving on the POA Board. If elected, I’ll bring attention to detail, a practical and thoughtful approach to solving problems, a willingness to listen, and a commitment to following through and getting things done. Most importantly, I’ll work to be a good neighbor and a responsible voice for our community.
Victoria Maggard
I wish to run again this year for the board of Clearwater Farms Unit 1. I have been on the board for the past two years in the positions of Vice-President and Secretary, and I feel we, the board, have made a big difference for the homeowners and community. My goal is, as it has been, to assist with improvements to the community by striving to maintain low costs, look for ways to save the community money, and to concentrate our efforts on the improvement of our deteriorating irrigation system and roads, while improving our information system for our community.
While I do not agree with the direction some of the current board members have taken, and at times it has been a toxic atmosphere, which we lost some very good board members because of it. But I believe in the past two years we still have made significant improvements for our neighborhood. I was one that did not agree with having CPM as our property management company and was one of those instrumental in doing away with them, as they did less than half the work it takes to run our community. Basically, they only sent out and collected on Annual Dues, collected past due assessments at twice the amount owed, and told us what we could and could not do and charged exorbitant fees for what they did outside the basic contract. We paid a lot more than $1,500 per month for them. There are those who think they were cheaper than our current Property Manager. But we, the community, still had to run the irrigation system along with all of the monetary duties that accompany it, which is a year-round daily duty. So, in the long run, we are saving much more money.
Our current person who is doing the duties of Property Manager is a person who lives in the neighborhood and knows of the problems we face as a community. I have worked closely with her on getting our system and records organized and to try to improve the information that is available for our members. We still have a long way to go.
I have lived in the neighborhood for pretty much the past 25 years when all added up. I am in my third home in Unit 1...we moved away but always came back to the neighborhood. I am a widow, retired, but my work history is vast, including Administrative and Executive positions for State, local cities, and private companies. My husband and I were in the construction business for over 40 years, and my son and I are currently licensed contractors though our business is currently on hold.
I want to keep our neighborhood the friendly community that it has been for over 30 years. If I am elected back on the board, I will do my best as I have done in the past. Remember, serving on the board is voluntary, and most times it is the same as a full-time position. There are those who think they can come on the board and change everything...let me tell you it isn't that easy!

I have lived in this unit for 25 years and have raised three children here. My granddaughter loves to come spend summers "at the farm". I genuinely care about the community that we live in.
I have been on the board for a long time and served as president for two years. I believe in complete transparency and keeping it a great place to live. Thanks for your consideration.
Resa Rodney
Hi, I am Resa Rodney, I have lived in Clearwater farms 27 years. We raise Quarter Horses and compete in working cow horse at the national level as well as raise red angus for our freezer. We raised our 3 children here and love to see new young families move in and enjoy the farm life.
I am currently the person who does the irrigation schedule, which I have done for the last 3 1/2 years. I also am on the irrigation committee and run out and fix problems with the irrigation water as well as ditch repair, debris in ditches, and other problems that ariseon our ditches. I also teach the irrigation class to our new home owners.
I was on the board previously and have remained active but behind the scenes. Other things I have done are painting the numbers on our ditches so locations are easily identified. brought in dirt to backfill areas that have washed out, graded parts of alleys that have become too rutted due to gopher holes or leaks, and trimmed trees out of ditches.
I hope to continue to improve our irrigation system so it flows smoother and also to help keep the farm/countrylife we moved out here for.
Jaci Saunders
My name is Jaci Saunders and I moved to Clearwater Farms in 2003. At the time I was still raising and training Paso Fino horses and wanted a more horse friendly area that didn’t have an overbearing, tyrannical HOA/POA. Clearwater Farms seemed to check all the boxes. I am currently retired but have had several jobs over my life which included working for a grocery store chain, an advertising agency and my last job, as an office manager for a dental lab.
I am running for a seat on the Clearwater Farms Unit1 board of directors because I feel that the board members first duty should be to do what is best for the community and not themselves. We need a board that is focused on figuring out how to fix our irrigation ditches and maintain our roads while allowing the community to live the life.
Melissa Shipley
My name is Melissa Shipley and I am running for a position on our POA Board because I care deeply about preserving the character, beauty and independence of our neighborhood while making sure homeowners continue to have a meaningful voice in the decisions that affect their properties and our community.
My professional background includes many years in the mortgage industry as a fraud analyst, which gave me an appreciation for homeownership, property values, communication, attention to detail and the importance of making informed and responsible decisions. I also have significant exposure to the residential and commercial construction industry through my husband, who is a General Contractor; we own a construction business and have since early 2006. This has given me additional perspective on the realities of home improvements, construction, remodeling, and the changing needs of homeowners.
One of the things I value most about our community is that it is a POA, not a traditional HOA. I believe there is an important distinction between protecting the overall integrity of our neighborhood and unnecessarily controlling what homeowners do with their own property. I believe our CC&Rs should protect the qualities that make this a beautiful and desirable place to live, while also recognizing that neighborhoods and the needs of homeowners evolve over time. Some of our existing restrictions were written years ago and do not adequately reflect today's realities, including ADUs and casitas, RV garages, home-based business addresses, and other improvements that already exist throughout our community. Updating outdated provisions does not mean lowering our standards. It means making sure our rules are reasonable, relevant, consistent, and fair.
I do not believe our community needs to become more HOA-like or create additional layers of oversight simply for the sake of having more oversight. I believe strongly in property rights and in the principle that, generally speaking, your property is your business unless what you are doing has a legitimate impact on your neighbors or the community as a whole.
If elected, I will approach decisions with common sense, fairness, transparency, and respect for all homeowners. I will listen to differing viewpoints, ask questions, and make decisions based on what is best for the community rather than personal agendas. My goal is simple: protect what makes our neighborhood special, respect the rights of the people who live here, keep our POA from becoming something it was never intended to be, and help ensure that homeowners have a real voice in its future. I would be grateful for the opportunity to serve our community and would appreciate your support.
Marcy Squires
I am writing to request your support for my re-election in the upcoming Board of Directors election. For those who don’t know me I wanted to provide a little background about my family and me. We scoured CFPOA Unit 1 for 3 years before we finally found our forever home, we moved here almost 15 years ago with two of our children and our dogs.
My husband and I have owned our business since 2001 and you’ll probably see my husband out and about patching ditches, welding gates and trying to keep costs down for our community with the antiquated irrigation system.
My background is in accounting, prior to starting our business I helped to take two small businesses and grow them into very large companies. Before moving to Clearwater Farms we lived in the Palmcroft Historic District downtown where there was no HOA, POA or any other rules other than respectfully keeping our historic home consistent with the beautiful homes around us.
Having served on the Board for nine years, I have done my best to help lead whenever our community needs attention. This past year brought significant challenges, including the prior Board’s decision to transition away from our property management company and navigating sudden board resignations.
Since stepping back into the role of President in April 2026, I have worked successfully with Maricopa County Courts to finally be awarded all of the remaining funds owed, legal and accounting fees as well as placing a restitution lien to ensure our community receives all of the funds awarded to us. Along with the invaluable help of a retired CPA homeowner, our Association’s accounting is now successfully restored to standard accounting practices and we have a new Property Manager who has been invaluable in this transition working to answer homeowner’s questions or concerns as well as organizing all of the community documents: past and present. I regularly attend free webinars from our attorney’s office to ensure our Association is operating within both Arizona and Maricopa County’s requirements while following our communities Governing Documents.
It has been a demanding period but my primary goal remains unchanged; to complete the vital initiatives we have started, collaborate with new board members, and preserve our little piece of paradise.
Kevin Walter
I served on the board for 3 years and I have been helping the Board as a volunteer for the last two years. During my three years on the Board, I organized community clean ups of our alleys and the desert, played a role in regrading our alleys along with Craig Birzer, ran the irrigation system when the water master quit and organized the repair of hundreds of feet of ditches that were neglected for years. I also changed our irrigation from biweekly to a weekly run and saved money by eliminating the position of water master. Icontinue to volunteer my time to caulk ditches and jump in to help when a blowout occurs on a ditch. My knowledge of the irrigation system will allow me to effectively trainthe other Board Members.
When the new Board was elected, their main goal was to get rid of our Property Management Company. Their lack of respect for the existing Board and our community was disgraceful.Nothing was getting done and the Board’s treatment of fellow Board Members and Members of the community (including myself) was appalling to say the least and there would most likely have been a lawsuit as a result of the prior Presidents actions. There were no checks and balances and finally several of the Board members and our new Property Manager (who we were paying substantially more for than the Property Management Company) resigned leaving our community in a worse situation than we were in 4 years ago. Our financial reports were either not done or incomplete while all along telling the community they were giving us full transparency. In reality, they were giving us bank statements. Over the last year, we have spent considerably more in Attorney’s fees than any year before. With the hard work of a homeowner who is a retired CPA working over 400 hours in conjunction with the current Board, I feel like we are back on track again. I am confident I can be of service to the newly elected Board and take care of many items that have been tabled for far too long.
We need to become a community again where neighbors are helping neighbors, volunteers are making our community better and we have discussions, instead of having everything tabled every month. I think we need to follow our CC&R’s until the community decides to vote on new policies. I have been working with Debbie Lesko’s office about the mosquito problem, Maricopa Water district on water issues, and volunteering when we have irrigation issues. My one promise to our community is to run a respectable meeting. There are many issues that have not been resolved in the last two years and the Board needs to act on them. I left the Board in a better condition than when I started, but unfortunately the new Board will have to rebuild the errors of the past two years before we can move forward.
It’s sad when the former “Property Manager”, that was endorsed by the prior Board, stated in a meeting that our community would be better if we would have stayed with a company like CPM. I will give you this promise, if I am elected, our meetings will be run with respect from the Board and we will no longer allow the chaos that has plagued our meetings for far too long.
Brandi Webb
My name is Brandi and I've lived here since 2013. I was previously on the board. I am watching the turmoil happen in the community and would like to help take care of some of it. I would like the community to go back to the way it was prior or at least where neighbors get along and out community becomes close again.
